In California, the public utilities commission (CPUC) has refused a proposal by Hydrogen Energy to load up to $30M of development costs for the Carson IGCC demo project on to customers in its area. Though supporting CCS as a concept, CPUC suggests that the “costs and risks” be shared amongt it and other utilities in the US state. Full story here at Reuters.
I think this is interesting in relation to Europe because a key point of organising demonstration programme(s) at the EU level is to ensure all options are tested, that this happens without delay and with knowledge sharing, and that the public support part of this (e.g. up to 50% aid intentisty) is shared across the whole Community.Author : markjohnston
